Storm Claudia has been a brutal reminder of how exposed many Welsh communities are to flooding. In Monmouth and across Monmouthshire, rivers hit record levels, streets and businesses were submerged, and dozens of people required rescue or evacuation, the worst flooding the area has seen in more than 40 years.

A Growing Flood Risk Across Wales

Behind the headlines, the trend is clear. Wales already has around 245,000 properties at risk of flooding from all sources. In February 2020 alone, more than 3,000 properties flooded during just three major storms. These events are no longer exceptional, they are becoming part of a new climatic baseline.

Across England and Wales, the 2023–24 winter was the wettest October–March period in over 250 years. A succession of named storms brought around 20% more rainfall, with 15% higher intensity, than would have been expected without the influence of climate change. The result: more frequent and more severe flooding, especially in vulnerable areas like Wales.

The Challenge for Local Authorities

These conditions place enormous pressure on local authorities. As Category 1 responders, councils have statutory duties to plan for and manage emergencies, including flood response.

Yet at the same time, agencies such as Natural Resources Wales do not supply sandbags, instead directing residents to their local councils or commercial suppliers. When sudden amber warnings and flood alerts are issued, as they were during Storm Claudia, when some areas saw a month’s worth of rain in a day and nearly 120 flood alerts were active, demand for sandbags can spike dramatically within hours.

Long-Term Trends Demand Better Preparedness

Zooming out, the data shows this is not an isolated challenge. The Environment Agency’s most recent national assessment reveals a 43% increase in properties at risk from surface water flooding, now reaching 4.6 million homes in England.Total properties at flood risk have risen from 5.5 million in 2018 to 6.3 million today, with projections suggesting this will reach 8 million by mid-century. For councils, emergency planners and resilience teams, this means flood logistics, including guaranteed access to high-volume sandbag stocks, must become core infrastructure, not a last-minute scramble when warnings are issued.
